Ukraine Hit Russia's Largest Baltic Oil Terminal. Loading Stopped.
Ukrainian drones struck Primorsk — Russia's largest Baltic oil export terminal. Loading operations suspended. Four fuel tanks ablaze.


Ukrainian drones struck the Transneft-Port Primorsk oil terminal overnight 22-23 March — Russia's largest crude export facility on the Baltic Sea, handling more than one million barrels per day (Reuters, Kyiv Independent, 23 Mar).
Satellite imagery shows at least four fuel tanks ablaze at the terminal's light petroleum products section (Radio Svoboda via NASA FIRMS, 23 Mar). Ukraine's General Staff confirmed strikes on both the Primorsk tank farm and oil loading infrastructure (General Staff, 23 Mar). The Bashneft-Ufaneftekhim refinery in Ufa — 1,400 km from the border — was struck in the same barrage.
Oil-loading operations at Primorsk were suspended from the evening of 22 March and had not resumed as of noon on 23 March (Reuters, citing industry sources). The nearby Ust-Luga terminal also suspended operations briefly before resuming. Russia's MoD claimed to have intercepted 249 drones overnight — strikes on both Primorsk and Ufa confirm the total launched was higher.
Primorsk is the endpoint of the Baltic Pipeline System and handles approximately 60 million tonnes of crude per year (General Staff; Ukrainska Pravda). The Baltic route carries an estimated 40% of Russia's seaborne oil exports. A significant share of loadings at Primorsk supply Russia's sanctions-evading shadow fleet (SBU source via Ukrainska Pravda; Kyiv Post, 23 Mar).
Russia's fossil fuel revenue reached EUR 513 million per day in the first half of March — up 14% from February, driven by the Hormuz crisis (CREA, Mar 2026). The terminal that loads the oil that funds the spring offensive is the terminal Ukraine struck.
This is the second Ukrainian strike on Primorsk. The first, on 12 September 2025, damaged berths and delayed loading for days (Reuters, BBC). The March strike is larger in scale — the first to ignite the tank farm.
